Funnily enough, my game launcher is set up to do what you want. Just not the way you want it shown.
It has folders that show their content in a separate list. Shouldn't be that difficult to rearrange and remove the unnecessary content to do what you want.

Edut: just like to add that I've made launchers in the past using icons and paths in skin file, it's tedious when you want to change it. Fileview is much easier to change, you simple create a standard Windows shortcut for each file you want to execute. So much easier!
