First, do not store your skins on OneDrive, this is known to cause problems. Relocate the skins folder to your local account, e.g. all Rainmeter stuff should be in these folders:
C:\Users\[User]\Documents\Rainmeter\Skins
C:\Users\[User]\AppData\Roaming\Rainmeter
You can change your skins folder by clicking Edit Settings in the Skins Tab of the Manage Rainmeter window, by the way:

and change the SkinPath value:

Obviously, your Rainmeter.ini from the AppData\Roaming folder above must be writable to do that.

The same should be done in the case of the other account. If you want the accounts to have their own set of skins and settings, then installing skins should be done while being logged into the corresponding account. Basically, you should have 2 sets of the (local) folders above, each set for the corresponding account.

Then, everything should work as expected, if I didn't somehow forget to mention some detail above. Let us know how it goes.
